Analisis Efektivitas Pengawasan Penggunaan Perairan Terminal Khusus Melalui Survei Fasilitas Pelabuhan Pada Ksop Kelas I Samarinda

Abstract

The supervision of the use of Special Terminal waters is an essential part of ensuring navigation safety, security, and compliance with port regulations. The Class I Harbormaster and Port Authority (KSOP) of Samarinda carries out supervision through port facility surveys to ensure that the use of Special Terminal waters complies with applicable regulations. This study aims to analyze the effectiveness of supervising the use of Special Terminal waters through port facility surveys, identify the obstacles encountered, and examine the efforts made to improve the effectiveness of supervision at the Class I Harbormaster and Port Authority (KSOP) of Samarinda. This study employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, and analyzed using the Miles, Huberman, and Saldaña interactive model, which consists of data condensation, data display, and conclusion drawing. The results indicate that the supervision process has been implemented effectively through planning, administrative verification, field surveys, monitoring, and evaluation. However, several obstacles remain, including incomplete administrative documents, field conditions, coordination among stakeholders, and limited human resources. To improve the effectiveness of supervision, the Class I Harbormaster and Port Authority (KSOP) of Samarinda strengthens coordination, enhances personnel competence, optimizes the use of the MaritimHub information system, and conducts continuous monitoring and evaluation. These efforts are expected to improve the effectiveness of supervision and support safe, orderly, and compliant port operations.
